Appointed by Governor Schwarzenegger to build the CIO’s office after it was elevated to cabinet status. Managed Senate confirmation of the CIO. Guides legislation and adoption of executive orders. Oversees legislative and public relations staff. Manages all OCIO broadband initiatives including representation on the Governor’s ARRA Taskforce (Obama Stimulus) and the California Telehealth Network. Managed development of the State’s first-ever curriculum on digital literacy. Communicates programs and policies to the California broadband and telecommunications industries.

Represented the interests of the Governor and administration on proceedings before the CPUC. Worked with commissioners, staff and interest groups to shape regulatory policy. Interacted with legislators and legislative staff on bills supported or opposed by the CPUC. Worked with third parties to develop consensus and understanding of CPUC decisions and Governor’s office executive orders.

Directed operation of the Senate’s in-house public relations unit, with 10 direct reports. Also served as Principal Consultant to the Senate President pro tem, retaining responsibility as chief policy advisor on telecommunications and technology issues. Served as a member of the steering committee on Senator Perata’s successful campaign for President pro tempore and directed staff transition to that office.
Significant Accomplishments
- Negotiated terms, conditions and amendments to AB 2987 (Digital Infrastructure and Video Competition Act of 2006) in accordance with Senate leadership priorities.
- Managed Senate Rules Committee confirmations of CPUC Commissioners Rachelle Chong, Dian Grueneich and John Bohn.
- Managed construction and staffing of Senate TV studio and upgrade of member’s web sites.

Directed government relations of the company’s most litigious and contentious territory with accountability for franchise renewals/transfers, regulatory adherence and legislative issue management. Consulted municipal authorities, state and national legislatures, and a wide variety of regulatory and advisory bodies. Directed a four-person professional staff and five consultants.
Completed a number of major initiatives encompassing new product launches, issue management and regulatory enforcement, including:
- Introduction of video-on-demand, HDTV and digital television.
- The management of all franchise renewals, transfers and cable-based broadcast agreements. Ensured regulatory conformance to technical, billing and telecommunications conditions and resolved escalating customer service issues.
Examples of Effectiveness
Staunched an attempt by Altrio Communications to penetrate the Pasadena, Calif. marketplace with voice, video and data. Organized homeowners groups and associations, generated negative press concerning installation-based disruptions, and forced cancellation of the project at less than 20 percent penetration.
Championed full disclosure of hidden municipal fees beyond subscription revenues into non-traditional revenues. Ultimately persuaded the National and California Cable and Telecommunications Association to press the issue with the FCC, which prevailed.
Effectively countered a move by the Big Bear Lake, Calif. City Council to award a local franchise to DirecTV. Organized vendor, broadcast and local support away from satellite-based services, retaining control of the franchise.

Directed the creation of the company’s first Government and Public Relations Department, growing to a staff of six with responsibility for 36 states and more than 800 franchises, plus nearly a million customers.
- Defined the first departmental objectives, prioritizing both issues and actions. Created strategic plans to affect legislation, ensure franchise retention, and maintain relations with governmental leaders and elected officials at all levels.
- Recruited and hired the Government Relations / Public Relations staff, focusing initial efforts on building bridges with local elected officials and civic leaders and subsequently managing the relationship to prevent account erosion.
- Oversaw daily departmental administration, account management (regulatory deadlines, etc.), compliance with regulatory stipulations and documentation.
Strategic Accomplishments
- Created and managed the company’s first Political Action Committee (MarcPac). Generated annual strategic initiatives and marshaled support among local and state political leaders and elected officials.
- Organized and led lobbying groups in Washington, D.C.
- Created issue-based vendor alliances, adding additional financial support to the PAC a well as providing support with both mail campaigns and in-person testimony.

Accountable for renewing franchise agreements with municipalities and other government entities over an 18-state area, negotiating a wide variety of terms and conditions including funding levels for local programming, fees and service levels.
- Introduced company standards to newly acquired franchises (M & A), briefing local government leaders on system and service implementation issues.
- Spearheaded rate increase campaigns, evaluated operations during renewal campaigns and managed franchise renewal negotiations.
- Developed a Key Contacts Program to coordinate lobbing of local, state and federal decision makers and provide a basis for future support for a variety of cable-based issues, including must-carry / retransmission and other regulatory issues.

Senior Consultant - Assembly Rules Committee
Recruited to negotiate cable television systems carriage of the state’s new TV channel carrying live coverage of the State Legislature’s sessions. Achieved 95% penetration and achieved cable availability for more than four million cable households.
- Developed outreach programs with the California Department of Education for inclusion in classrooms.
City of Alameda, California

City Councilmember
Elected and re-elected to serve a city of 75,000. Gained expertise in evaluating city management performance, conforming to regulatory stipulations, evaluating financial needs and performing the duties of office.
- Personally sourced a citizen advisory committee that ultimately devised strategies that saved $500,000 annually in city expenses – total budget of $37 million – without loss of services.
